Tribes come together to discuss new East Windsor casino

ENFIELD, CT– The two tribes that have banded together with the state of Connecticut to create a third casino designed to stem the flow of Connecticut cash to MGM Springfield are now engaged in legal efforts to secure the permission they need from the Bureau of Indian Affairs.
Despite the fact the Trump Administration has not yet released the required approval letter, the Mashantucket Pequot and the Mohegan tribal nations are moving forward with the demolition of the former Showcase Cinemas in East Windsor along Interstate 91.
Two officials from the tribes, Charles Brunelle, chief of staff, External & Governmental Affairs, for the Mohegan Indian Tribe and Lori Potter, director of Communications for the Mashantucket Pequot tribe briefed the members of the North Central Connecticut Chamber of Commerce at its annual economic development breakfast on April 10.
Brunelle briefly outlined the history of Native gaming and how since the 1990s Foxwoods and Mohegan Sun had a duopoly for casino gaming in the Northeast. The development of casino gaming in other states has made a negative impact on the revenue of each casino, though.
Brunelle asserted in hearings about a Western Massachusetts casino the intention was voiced of putting a casino near the border was to “attack Connecticut.”
He said the tribes asked themselves “how do we protect ourselves?” He said the result is a “market war.”
The two tribes and the state formed an entity, MMCT, that would create a new casino with the East Windsor location considered to be the best, Brunelle said.
“This is how we stand together to protect each other,” he added.

Potter said that within three weeks, the new name, logo and artistic renderings of the new casino would be announced. Once construction begins, she added, the casino should be completed within 18 to 24 months.

Although the two officials were reluctant to release many details of the project, Brunelle said the casino would have a buffet restaurant, but would not have an entertainment venue or a hotel. The reason for this was to allow existing businesses to benefit from the casino’s audience, he explained
He added the gaming floor would be the same size as MGM Springfield.
Potter explained the Bureau of Indian Affairs must approve the change of the compact with Connecticut governing the two tribes and their casinos. The Connecticut Congressional delegation is pressing the Trump Administration and the state of Connecticut has filed litigation against the government.
“The [Connecticut] attorney general is pushing very hard for an expedient resolution,” she said.

Potter noted that MGM has a group of 60 lobbyists representing its interests that includes former members of Congress, far more than the MMCT.
